7 Horse Shake Me Loose scratched before the race, raced for purse only

horse wins but does everything but fall down at the wire, clearly dead lame

horse also gets claimed

Did they allow the horse to race knowing it was lame so they eliminated betting?

Usually this is the case when a horse is announced as a scratch mistakenly.  Once announced, can no longer be a betting option but can still race for purse.
