HERE IS AN ADMINISTRATIVE ANSWER TO YOUR QUESTION: When a trainer and particular horse get a positive test result. The horse is on mandatory 30, 45, or 60 day suspension. 30 days in my opinion is enough for an owner to get pissed off enough to make an administrative decision that the trainer fly right or they will be moving the horse elsewhere. Regardless if the move is made within that allotted time period, the horse remains suspended until the time is up. When you make ownership accountable, and provide owners recourse against trainers. the problems will begin to disapait overnight, or the industry will be faced with a new problem, a lack of trainers. PROBLEM SOLVED.
