 EVERYONE THINKS THEY SHOULD BE MORE INVOLVED IN EVERYTHING, HOW MUCH MORE IN DUES WILL YALL BE WILLING TO SHELL OUT?

HORSEMEN HAVE ALREADY SAID HELL NO TO HELPING MR GURAL FUND MARKETING, SAYING THAT IS NOT THEIR JOB

STATES ARE SUPPOSED TO BE THE GOVERNING BODY IN HARNESS RACING. THE SPIES AS YOU WILL. AGAIN HOW MUCH MORE IN DUES OR GIVE BACK IN PURSES TO ACHEIVE A BETTER REGULATORY SYSTEM THE SPORT SO DESPERATLY SEEMS TO NEED

LEGALLY THE USTA HAS ONLY ONE FUNCTION---THAT IS AN ASSOCIATION FOR THE MEMBERS THAT PAY DUES AND THESE DUES SHOULD COVER REGISTRATION FEES AND ALL RECORDS.

THEY SHOULD NOT HAVE ANY SAY SO IN LICENSING OR LICENSING ISSUES AS THIS IS A FUNCTION OF THE STATE COMMISSIONS.   IF THEY PUSH THIS SOMEDAY A REAL OWNER WITH REAL MONEY WILL BANKRUPT THE ASSOCIATION THRU LEGAL CLAIMS AND DAMAGES. 

STATES ISSUES OCCUPATIONAL LICENSES AND THEY SHOULD BE APPROVING AND NOT APPROVING THOSE TO RACE.   IN FACT THE US CONSTITUTION HAS BEEN VIOLATED MANY TIMES IN THIS INDUSTRY -----THE WRONG PERSON WILL GET DEFAMED AND THE REST WILL BE HISTORY.   IT IS INEVITABLE.

annually, a suggestion is put forward to address the haphazard assignment of post positions.  in an era of sophisticated technology ... there is no reason that the random methodology of the usta can't be enhanced to deliver the best product.  why not handicap the lower condition horses and give them a more favorable starting slot?
 the archaic excuse that if you hit a string of bad draws .... don't worry - it'll all even out.  that is not an answer .... it is an excuse.
for crying out loud , at the very least, they can flag a field and provide that a horse that started from the outside post is not able to be assigned the outside in consecutive races.

No rules -- they are meaningless as each state has their own rules....HISA if ever implemented would take over that anyway,,,

FROM WHAT I HAVE LEARNED STATES BASICALLY ADOPT THE USTA GUIDLINES SO THAT THE POLITICALLY MOTIVATED STATE APPOINTIES, i.e  LAWYERS, BIDNESS TYPES WHO HAVE NO EXPERIENCE IS RACING AT ALL AT LEAST HAVE SOMETHING TO GO BY.  HISA WITH ITS NO LASIX POLICY AMONG OTHERS WOULD EXASPERATE THE HORSE SHORTAGE PROBLEM. SURE THERE ARE OTHER THINGS TO USE, BASICALLY ILLEGAL TO GIVE ON RACE DAY THAT WOULD CUT RACING OPPORTUNITIES TO A LEVEL THAT OWNERS WOULD NOT BE TO 'AFFORD' IT
