A few years back, the Gaming Commission did just that. They gave tracks the permission to write NY bred restricted races. The problem is, with the low foal crops, they had a difficult time filling.
 Saratoga wrote a fair amount of NY bred races and enhanced the purse too. But, nothing sustainable.
 I am a proponent of reconfiguring the current formula that gives overnight purses 10X more than the breeders program.
     
      The rule was for every NY. Bred race that was written the track also had to have one that was written for all. That was the problem, so you couldn't write a NY open, or you would have to write 2 opens.
