Saratoga starts in March and has MUCH different weather than Vernon.  Saratoga gets the weekly nor'easter, Vernon is subject to daily lake effect snow.

The Tioga horsemen are all in Florida, wouldn't you be?  Besides weather gets sketchy in the southern tier.  NOTHING like Vernon or Buffalo but it does get sketchy.

Buffalo can not fill a card. Now, you want to run Tioga or Vernon in winter? Maybe Tioga and Vernon run 2 days a week each Like a Thursday and Sunday at one and Friday Sunday at another . Possibly a 5th date in July.
 With all the state bred races and a few stakes, I would think there would be a strong enough population to put on full fields and 10 race cards.

Tioga will be fine in 3 weeks when Pompano's season ends which begs me to ask why the fuck did they decide to overlap anyway?
