This delays the vote while the reading of the bill goes through the night. While it's great theatre for your fellow Dems, the vote will happen. And the bill will be passed.

True and if Chuck was not grandstanding to try and get it not passed prior to President Trump's July 4th deadline- he would be reading it himself, not having a staffer do it for him.
