constantly calls for a photo when it is clear what the placings are
take race 7, he calls the 9 as winner which is clearly correct and then 15 seconds later says there is a photo for win

He's not calling the photo finish on his own, he's calling it because it flashes up on the infield tote board, I'm assuming that's a judges decision?   

So yes he called the 9 as winner, but the final placing isn't his decision, so he says what's on the tote.
