Is he still racing under appeal or has he been reinstated but not posted 🤔
Was suspended by DHRC for non compliance. Appealed and nothing since. Almost 2 months ago.

I know he ran a horse last Wednesday at Harrington and finished 2nd. Some of his horses have been running at Hoosier Park since Dover closed.

Hes ass deep in fishman . But for some reason they just gave him a probationary license. My opinion he should have been in jail BEFORE LISA ever got a day. This pos ran over the state of DELAWARE FOR 10 yrs with fishmans EPO and synthetic morphine. DE wont give howard a license but they continue to let this scumbag race.

I think that the problem is that the commission members don't give a shit! They just are there as a stepping stone to another position or just collecting a check in my opinion!🤔
