The vast majority of the money in the state's purse accounts does not come from the betting windows. Instead, 88% to 90% of PA purses are funded by the slots, specifically through the state's Race Horse Development Trust Fund (RHDTF).

The $10 mil for purses is so the state can keep the farms open that pay $75 mil in state taxes every year. If you don't subsidize the actually racing, then the farms go away. The state paying $10 mil to get $75 mil is a good tradeoff.

That is a poor argument. Spend that same $10 million on roads, bridges, and schools and you get an even bigger benefit.
From a macroeconomic perspective, investing tax dollars in infrastructure yields a significantly larger, broader, and more sustainable economic benefit than spending them on horse racing.
While both investments stimulate economic activity, they function on entirely different scales and produce vastly different returns on investment (ROI).
