Is it ok to drive and train a horse that finishes second and owns the winner that someone else trains??

I see that shit all the time with Travis and Jodie Cullen at Mohawk.
Thought there was a rule you have to drive the horse you own in that scenario at least here in the states.

You drive the one you own in Canada too.
Travis drives the one's he owns. Jodie is his mother.

Possibly I was in err, I could of sworn when they had one or more in a race and he had drives for others in that race too I saw him on someone else's horse. They use Hensley and saw Drury recently pick up drives too in theirs, and they're at the smaller track too.

I presume JD was looking for work, and Cullen was needing help. Promise of some drives, the cincher.
Hensley is married to the sister of Travis.
A1 Stable is Travis.

The situation like these are what sends the greenhorn gamblers away from the game, while the seasoned players waste a good bit of time trying to figure out what scenario could possibly be! I would probably play two different tickets with the best of the two horse both on & off the tickets. 🤷♂️🤷!
