Its when the president of the USTA is the direct owner of the biggest breeding monopoly in the business, the direct owner of the largest and oldest mass standardbred sale, a staunch opponent of HISA, and easy on drug abusing trainers. WHY YOU ASK? the dug abusers bolster the sales, which equates to a former shoe manufacturers name sake farm being the leading breeder year after year after year. There is NO state that requires a USTA license to race. There are many trainers and drivers that race every day that are not members of the USTA. All you have to do is call and get a temporary number. Don't tell me it's not possible because each state can give two shits about the USTA.

I've long been a critic of the USTA. Long after that I had my own personal issue(s) in dealings with them. Unfortunately, the way this sport, and business, has developed, certain factions, people, and entities have become far to incestuous, political, bureaucratic, and powerful. Yes, change is needed. I believe HISA will be the catalyst for some of that change.

Locked in with Pace has the question I have been asking for years. Until they stop the horses that were drugged from racing for 30 or 60 days and not allow a trainer change so they can keep racing this issue will go on forever.

HERE IS AN ADMINISTRATIVE ANSWER TO YOUR QUESTION:
When a trainer and particular horse get a positive test result. The horse is on mandatory 30, 45, or 60 day suspension. 30 days in my opinion is enough for an owner to get pissed off enough to make an administrative decision that the trainer fly right or they will be moving the horse elsewhere. Regardless if the move is made within that allotted time period, the horse remains suspended until the time is up. When you make ownership accountable, and provide owners recourse against trainers. the problems will begin to disapait overnight, or the industry will be faced with a new problem, a lack of trainers. PROBLEM SOLVED.

That is a great solution but first these positives have to be handled quickly or at least not a year or 2 of appeals.
The feds knew there were few positives so only direction was possession or sales..
The labs cant (or don’t want to ) find positives. The state commissions are dead wood.

Then the solution should remain if a horse test positive its suspended, regardless of the appeal process. If a trainer becomes subject to devaluing an owners asset, then NOW there is skin in the game for a trainer to fly above board.

Sadly they have been doing this exact thing in Ontario for almost 10 years and 99% of the horses are with the same trainer when allowed to race again. Menary once had the same horse on suspended list twice in same year and the owners stayed with him

The racing commission, track owners/operators, etc., can easily catch a beard in place for a suspension. NYRA did it with Rick Dutrow. Once again it falls on the governing body to enforce the rules as well as catch the cheats. Give them a chance to cheat and they will.

What ever became of the investigation into beards and hidden ownership in Delaware, a few years back. The State was calling in some trainers and asking for billing and bank records. Was that just fluff or did they find all was good and clean in the First State?

Blood sample #915585 collected at Northfield Park on 7/9/23 from the horse Later Dudes was found to contain Betamethasone at a concentration of 18+-1 picograms per milliliter of plasma. This exceeds the Regulatory Threshold of 10 picograms per milliliter adopted by the OSRC. Second Class C violation in the last 365 days. Mr. Burke had a telephonic hearing with the judges on 11/1/23. He is hereby fined $1000 and suspended for 15 days. Later Dudes is disqualified, and as a result of the disqualification the purse is ordered to be returned ($10,000.00). The penalty will be reduced to 7 days suspension, $1000 fine and loss of purse if not appealed. O.S.R.C.-3769-18-01(B)(1),(10),(13),(15)&(16) 18-02 18-99 During his suspension Mr. Burke is denied the use and privileges of all grounds sanctioned by the OSRC. Any horses that he wants to transfer to another owner or trainer must be approved by the judges or OSRC. Mr. Burke has 48 hours to appeal this ruling.

Yup
Same thing happened last year. Michael Burke was listed trainer from Dec 1-15 when Ron was suspended. Sent 39 to the gate + 4 horses qualified. They raced at Yonkers, Dayton, Philly and Northfield.

I gave you guys the answers to prevent this bullshit. But NO ONE wants that to happen. So ultimately the sport kills itself from the inside out. Burke is a vial cancer to the sport, almost as bad as that gaping tumor know as Russel Williams

Gave who the answers, posters on horseplop? Hopefully an attorney will how NY state how their racino is operating deceitfully, horsepeople and gamblers are being deceived. Get the entire gaming license revoked, starting with the existing slots
