It would look like Faraldo sees it as a strong possibility. It also shows you Joe still has major juice in the state Legislature.
Pension plans and insurance funding has certain levels levels of funding that must be met in order to stay solvent. I don't know what know what % of full funding these SBONY programs are currently at but, Joe must know they need an influx of cash now to meet labilities or be declared insolvent.
What a great state NY is . Mismanage your welfare and no problem, have your buddies just pass a law to skim off the intended recipients to fund others.

In all seriousness, Yonkers horsemen and owners are damn lucky to have Joe as their leader. Hospitals close and pensions and health insurance are lost. Trucking companies close and Teamsters pensions are severely reduced or lost. Joe is doing what he can to keep his members programs solvent.
