Jeffery is no new comer to payola. You get nothing built in NYC without grease. Jeffery is angry because he thought him and the other casinos would run all the mobile sport betting in NY. Instead, after giving generously to the Democratic Party and specifically  to Cuomo's war chest, Cuomo did not come though.
  So, Jeffery brings up dirt from 4 years ago.
 Hey, you live by the sword, you die by the sword. Besides, Andy needs the money for his up coming sexual harassment trial.
