outside post on 1/2 mile track

I am tired of watching the 7 and 8 hole horses just drop to the back of the field and take a stroll around the track. Some solutions, your thoughts?

a. Fine drivers for lack of effort
b. Provide purse incentives for outside post
c. Use slanted starting gate at 1/2 mile tracks

Limit field to 7 starters and start Horse 7 from 2nd Tier or 8 Horse field with 8 Horse 2nd Tier as is done at Western Fair.  tmbz1

Post Positions should be geared to earnings in the last 10 starts. Lowest earner gets the rail and so on down the line.

not sure if it would work --- but following Northfield and watching everyone dump money off their card so they can drop and pop at 2-5 is not a business model that would create new interest.
When I look at a program, I won't play a horse on the outside in a condition that has a LAST 4 attached if that line (with good money) on the program is about to be dropped with their next start.

Meadows had a bonus for the 9 hole for certain classes years ago.......

Only allowed to race horse once a month at Yonkers. Take it elsewhere. Wanna do petwalking, then race for Monti purses.

Perhaps force Belmont, Aqueduct to come in line.  Mile track racing is "one" of the keys to more honest racing, no 1st over excuses. I think maybe it's possible if the state for sees a loss of of revenue.
