I don't understand why trotting hopples are allowed.

Sweden Norway, France, etc  ... prohibited.

Reasons given are integrity of the gait, breed for that and similar.

No pacers in those countries, so it is different.

There is also a substantial Under Saddle component.

Maybe in the U.S., the historic pacer influence on the sport drives it.
