David R. Sachs, D.V.M. — 1999–2002 disciplinary case: After four horses trained by Joseph Minieri tested positive for naloxone following races at Monticello in November 1999, the Board investigated David Sachs. On December 29, 2000, the Board charged him with nine counts, including allegations that he administered naloxone to horses within the prohibited period before racing, conspired to violate racing rules, failed to report the conspiracy, failed to keep required treatment/injection records, failed to maintain adequate veterinary records, and failed to provide accurate/complete information during the investigation.
