Apparently the commission hired an outside law firm and not the puppets they employ.
Due to the evidence that Moreau’s lawyers provided the said law firm advised the commission to reduce the sentence. I am just as surprised that that the commission did what they did. If it was the “in house” lawyers this would have never happened. 10 years and 40 k would have stood. Next question is what would happen to Fillion???

they had all the leverage
it would have taken him a few more years and who knows how many more dollars to try and get himself cleared or sentence reduced
commission should  have withheld the original sentence and then moreau has to go to a higher court  which is more time and more money
so they give in and all they get is 5 more months on his suspension
no way he gets back in before that if he continued the appeal process route
also someone loaded that horse up , if not him than the Filions but who can prove either way with any certainty
i have no idea if he was guilty or innocent, apparently neither does the commission
he was the trainer of record and he should have been far more diligent in protecting himself and not allowing filions to control the process, got what he deserved
if it was mot moreau than it must have been the filions, but can that be proven
