Because the four big farms are the only ones making money after the big four trainers and a couple lucky owners who land on the right horse. Per will spend 3-5Million this Fall and that's all they care about, not the overall health of the sport. People always vote with their wallets.

Yonkers is cesspool. They always have a dominant trainer. Many were arrested. Everyone knew Allard & Banca were cheating. They still would be if not for the FEDS. Pena was tossed...but had a slew of beards.
Per has followed the Burke playbook. He has expanded to the stakes races. Get positives and don't slowdown. Why would you if no one running the sport gives a damn?

I believe Buffalo Raceway is owned by the Erie County Agriculture Society too.  Look at all the shenanigans and the backstretch of intriguing individuals here.  Full fields for the most part and the class of horses are only marginally better than Monticello and you race for about 40% more!

Bill Robinson was one of the first I remember to claim he trained them hard, used best Vets, feed, etc. Allard the same, Burke & Bongiorno no different.
