"Thriving" on government handouts. When much less that 20% of the purses is coming from the customers, that is not "thriving", that is a house of cards. I hope I see the day when the handouts are eliminated and the industry has to offer customer a product they want.

In Pennsylvania, approximately 85% to 90% of harness racing (Standardbred) purses are funded through the state-regulated Pennsylvania Race Horse Development Trust Fund (RHDTF). Traditional wagering on the races themselves (the pari-mutuel handle) only accounts for the remaining 10% to 15% of the purse pools.
