Race secretary allows the horse to race in Cumberland only if the owner drives him. Is that even allowed in the rules ?

The horse "lays over" the other trotters that race in Maine. If the Race secretary did as is done in most tracks, the horse would have to race elsewhere. Either Saratoga, Plainridge, or Yonkers. He's actually doing the owner/trainer of the horse a favor. He drives or race elsewhere.
