What would be your first 3 interventions to fix this broken game?
I agree with Mike, the effort based on the interested parties is dying off and the current would not likely be drawn in, all efforts would likely be futile. Worth a try and better than slots and what the fuck the current bs is.
It has to self sustain, no more racino, state money, CAW,
so you have to clean it up - on track, off track, everything including the regulatory and supporting organizations, bring it to rock solid integrity, invest a lot to lure the gamblers in - heavy marketing, guaranteed pools, major entertainment pre / post venue / off racing venue.
Zero tolerance peds, race tampering, state of the art testing.
Complete transparency, vet reports, interviewing trainers, drivers pre and post race, they should be part of the analysis and seek to make money through larger purses if the game is truly self sustaining and not be involved in gambling. No trainer or driver or owner or anyone involved should be allowed to gamble, hard to regulate but it must be made an enforceable rule.
