JOHN FRANK, If you are getting the "run around' concerning any paperwork or claim activity, file a complaint with your state Attorney General. You'd be surprised how fast they jump when they get their first letter/call from the AG.

Wrong chain of command and would only end up in a referral, unless it was a civil rights violation.

John try to work with the asshole, then you have an inspector general / internal affairs over the fire department and who ever is city / county administration over the fire department you have two - city / county manager and John's representation as a constituent (mayor, vice mayor, commissioner, alderman...) also at the city and or county level based on the jurisdiction of the fire department.

Now while elected officials typically don't deal with personnel issues they are super influential if the guy is a boss, because they hire and fire and appoint the big shots, otherwise administration gets the complaint from the local leader and they come down hard and fast because they don't want to lose their 6 figure job.
