The Delaware Harness Racing Commission consists of five members. Well, it’s supposed to, anyway. Right now, there are apparently only four members of the commission. One seat is vacant. Beth Steele is the chair of the commission. George Staats is another commissioner. The other two are Jack Berberian and Stephanie Liguori. Patt Wagner, who was vice chair of the commission last October when the combined case was heard, is no longer on the commission. When the case was decided last October, only Steele, Staats and Wagner presided. I was told that Ligouri missed the first hearing in the case and then recused herself from the rest and that Berberian recused himself because of some sort of perceived conflict of interest.
