Been there a couple times. Outstanding facility and atmosphere. Complete opposite of say, Yonkers.

You are 100% correct. But, when they were a struggling winter meet for mid-west horsemen and the Arkansas bred beast, they did better than most. And during the end of the meet, they hosted a week long racing calibration. Drew crowds of 30,000+ for Arkansas Derby and a couple other stake races. All without gaming revenue.
 Kentucky's new life is based on the Oaklawn system.

The "guy" who owns the track, also owns the casino.....he is interested in, committed to, and supports horse racing. It starts there. Plain and simple. As long as that stays constant, OP will excel. At YR, the Rooney family abandoned racing. They smelled, saw, and salivated over a casino, got it, and every dollar they invested went into the casino side of the property. Racing was nothing more than a necessary evil. And then they sold. Highest and best use.
