Definition of NJSO

Was looking at Meadowlands condition sheet, and for some races it says “NJSO 25%”.
Does that mean New Jersey Sired AND Owned or New Jersey Sired OR Owned?
Also, is that 25% bonus on purse earnings or something else?

In Delaware it stands for Delaware bred or owned, so it's probably the same in NJ. The 25% bonus is added to the purse for the race.
