PHL on 9/22/2024 FINED: $1,500
FULL - 15 DAYS, 11/18/2025 THRU 12/2/2025
HORSE DISQUALIFIED - PLACED 7, PURSE
REDISTRIBUTION
POSITIVE TEST- POST RACE
PA Code Title 7: 203.22(a) 203.22(b) 401.2(a)(3)(ii) 401.3(a) 401.3(b) 401.41(e)(1) Mr.
Eckley was the trainer of the horse NEED UR OPINION for Harrah`s Philadelphia second
race on September 22, 2024. Blood samples collected post-race from NEED UR OPINION
were tested and found to contain Dexamethasone at a concentration of 138.2 +/- 12.8
pg/ml this is above the allowable limit. As the trainer, Mr. Eckley is responsible for the
positive test. NEED UR OPINION finished second in this race but is now disqualified and
placed seventh. Purse money earned ($1,700) by NEED UR OPINION must be returned
within ten days of this ruling. Mr. Eckley is fined $1,500 (fines are due within ten days of
ruling) and issued a full 15 day suspension beginning November 18, 2025 up to and
including December 2, 2025. Aggravating factors were considered in the determination of
this penalty. Appeals are due within 10 days of this ruling must be submitted in writing
(accompanied by a $750 bond)

How does this HAPPEN?

NOTE THE DATE!

Its now 11/30--so how does this positive come out now so late?--  when the guy is already doing time!!!

 What happens to the 15 days he is unable to serve-as he is now doing time (12 months) for a steroid positive.

The serve dates are 2025.  Looks like they are added on to his year suspension.

How did Per Enblom's year suspension com out nearly a year after the positives? And failed the split samples too. Now racing on what seems to be an open ended appeal. We all know the answer to these questions. If it's a little guy with no backing they're on vacation and that's that.
