Dover and Harrington have the right of exclusion but for some unknown reason they allow this guy to give them a Black  O0 eye! If this was a thoroughbred issue, would he still be allowed to ride or train? Hell NO!

Question is what power does he have to continue time after time to break the rules. How is this guy never reported to PETA is beyond me. I mean 43 fines for whipping just to get max of 30 days! How many more before he's barred? And this is just at the track. How about the barn! (Jesus those poor animals!) Bunk should and does know better to get hooked up with this POS!
