If a horse dies in a race it should become property of the federal agencies.  Full necropsy should be completed. If there is anything nefarious the trainer should be suspended until hearing.

The trainer should go to jail!!!

freak things do happen. so i say just have a fedral vet and an invetigation. let someone non bias figure out what happened. then if they find it was nefarious then charges shoulld be brought.
if you are doping an animal. whether you want to win or lose. you are fixing a race and i beleive thats a federal offense.

That's what I never understood.  When a T-bred trainer gets a positive on a horse that wins.  He gets a fine/suspension/loss of purse.  But what about the people that bet 100's of thousand or even millions into that race.  They essentially defrauded everyone that wagered on that race and they have no recourse but to take it.  They are fixing a sporting event!  That is a huge crime and goes without punishment!
