I could not agree more thought it might be hard given so many races.  But how about they draw the claims and who gets one live.  Between the races they could drop balls like bingo in a cage and draw them out.  then everybody knows it is all on the up and up.  they could do this between races given there is so much time between races.

To your point if this USTA rule is in place, it would address some of your concerns.

 § 14.09 Opening of Entry Box and Drawing of Horses.—At all USTA member
tracks the entry box shall be opened by the presiding judge at the advertised time and the
presiding judge will be responsible to see that at least one horseman or an official representative of the horsemen is present. No owner or agent for a horse with an entry in thebox shall be denied the privilege of being present. Under the supervision of the presiding
judge all declarations shall be listed, the eligibility verified, preference ascertained, starters
selected and post positions drawn. If it is necessary to reopen any race public announcement shall be made at least twice and the box reopened to a definite time.

This would be great if it was on the up and up. Lucpark just posted his best post of all his entries.
Corruprion is always on the mind of horsemen when they 1) Receive continuous bad posts 2) They never seem to win a claim. 3) Publicity to promote and to witness Integrity done for all to see-should be a prerequisite in Harness racing. Its done for all Major events-so should be done across the board.
It takes very little effort--hell someone with a cellphone could video the draw Live-- as the USTA does with Wendy Ross for example. Minimal costs--invaluable benefit for Integrity.

Do they still use balls in a cage/a shaker with pills in it [like at pool tables in the past] or computer draws?

No they put all the entries in computer and hit enter. Would be about a 1.5 second YouTube video

There's a few horses there who have drawn the outside post a statistically impossible amount for it to be random

 This is a great idea but Yonkers would never allow this.

For the past 20 years-Yonkers secretly assigns outsiders/shippers the 7 and 8 posts while giving the better draws to the regulars who can fill the box better.

You are correct--but it gets worse--Couple Judges were caught giving certain trainers better posts. They were unceremoniously dismissed-but not charged with any offence. This IMHO is BS. Screwing around with a Professional Sporting event-is fraud.
Call me paranoid--but I don't trust the Computer draw either.
Look up Algorithm Bias.
Slot machines are fixed to present favorable outcomes for the Casino. So its pretty simple for a Computer programmer to introduced Bias to favor certain individuals in a Simple Computer Draw.
Why do you think that State lotteries all have a barrel of balls rolling around and drawn out without anyone touching anything?
No way would they have a computer just spit out numbers.
This cloak and dagger stuff for example--to decide who gets a claim-when Judges close the doors and no one witnesses them "drawing the name out of a hat" is a joke.

Nobody will call it out. Nobody will come together as a group and take it to the states "that's the only shot you have" or to the media and  expose state employees who are altering the outcomes of legalized gambling events. I tried, alone. And what did you same people do? Attacked me, so basically you all just need to stfu or actually do something about it. But you wont, because you're cowards. And I understand why, they will SQUASH you, because you've all allowed them to control the entire industry. Bravo.

FYI, about algorithm bias--in the NHL a few years ago, 1 of the Canadian teams somehow 'defied the odds' year in and year out and wound up with the # 1 pick in the draft when the odds were way against it happening.  FYI, the NHL headquarters are in Toronto Ontario.  Coincidence??
