Never saw this explanation before and I have been reading the reports since before the internet and they were printed in "Hoof Beats".
David Miller $100 fine
Listed on the web site as "Other".
Listed on Pathway as
"Mr. Miller allowed his inside sulky wheel to cross the inner limit of the course.
