Grainges, a "B" track is handling $500,000 USD a race , running right now.

Vincennes starts at 10am ET ... will handle way more

Lots of people on the apron.

What are the French doing that we can't?

Can the French help us?  They helped us free ourselves from England 250 years ago.  We helped them by entering WW1.

Do the French have welfare in their harness racing?

Thats an easy one. Horse racing is still a revered sport in France and in the UK.  American bettors have no interest, and the sport doesnt lend itself to drumming up renewed interest.

The French government runs and controls racing in France via its wagering system, PMU.

They can train trotters --- watch a field of 12 be double tiered and without trotting hobbles.

The wagering options over there are limited compared to the U.S
The fact that the industry there doesn't tolerate bad apples is the icing on the cake.

Can you quote any purses? I looked up the most recent Vincennes purses and they were pretty much $35,000 or $40,000. But I don't know what currency is being quoted.  It's not euros or francs apparently.

While in many cases trainers charge a lower daily rate to owners in France (one mentioned $38 a day), that is made up by the fact that they receive 15% of the purse when their horses get a check, compared to 5% in North America. That sum adds up quickly since the average purse in France is $20,000 compared to $12,305 in 2021 at U.S. pari-mutuel tracks. It is also worth noting that the top seven get paid in each race in France compared to the top five in North America (though some stakes in North America pay a small percentage to horses which finish sixth or worse).
