Hoosier Park puts out memo for owners like Lucpark who don’t pay

Hello again horseploppers. Hoosier park put out a memo saying anyone who does not pay their vet or blacksmith bills within 60 days will be suspended and fined for financial responsibility. It’s for guys like lucpark who try to act like big shots and then don’t pay and go to the next barn. Not anymore luc!!! I tried to copy and paste it below:

TO: All Applicable Licensees
DATE: October 20, 2023
RE: Financial Complaint Collection Policy Update
Please be advised that all individuals extending credit to licensees should do so within the parameters of sound business judgment.
The Commission will only pursue financial complaints (absent extraordinary circumstances) that go through the civil courts whereby a civil judgment is presented. Dishonored checks from licensees will be considered non-payment and will be accepted in lieu of a civil judgment. However, an exception to the above process will be allowed for past due invoices related to animal health services provided by IHRC licensed practicing veterinarians, farriers, or massage therapists.
For invoices overdue by 60 days or more, the providers of animal health services may submit proof of past due invoices to the Judges/Stewards for further action. Service providers must be able to prove timely billing has occurred. Once past due notices have been submitted to the Judges/Stewards, the licensees identified on the billing invoice statement will receive a scheduled notice of a financial responsibility hearing pursuant to 71 IAC 5-1-11 and 5.5-1-11.

The blacksmiths well that’s a different story because they can’t even find a blacksmith who will work in the paddock.

Pay your bills or face the consequences   If you don’t like the service received then file a complaint. Don’t just stiff the people and think you are going to get free work.  Never had an issue with my blacksmith. Once had a joint blow up after injection the vet came by and treated it for 4 days no extra charge. Not sure what your issue is

Sadly these dirtbag owners can always find an idiot to train their horses   Vet and blacksmith get screwed because dumbass was willing to take on a dirtbag. I know if 4 trainers that tried to cry to me cause Perfect World/Bullet Proof didn’t pay. I laughed at all of them and said you think you are more special than the last guy that got screwed. Yes owners need to pay but I disagree that the stewards should act like a collection agency. Make the vets and blacksmith sue them in court  I can’t believe this is even an issue anymore today because most vets want their money when the needle still has blood on it. And blacksmiths want cash while they’re sinking in the last nail. I usually try to pay cash the same day and get a 10% discount. Don’t want or need credit. I did hear some horsemen talking earlier today saying they are going to now report the blacksmiths and vets to the IRS for not reporting all of their income. Heck I don’t know anymore. Cold world we live in. But lucPark gotta get better. I heard Rocco will eventually pay but not right away.

It's not just the owners at fault here it's the dumb ass vets blacksmiths and trainers that allow this shit to happen when a new person comes to you no matter what you are you she ask ? Who was your last so and so call that person and ask does john q owe you $$$$ if so don't do business with that person because you'll be next complaining about not getting paid it's really just that simple
