Frederick Bourgault is hereby assessed a penalty of $1000- for repeatedly striking #2
“Grand Priority” with the whip after the finish of the 7th Race on 03/09/2022 at Monticello
Raceway. After review of Mr. Bourgault’s driving record as a Provisional (P) Driver it is
hereby ordered that his license be downgraded to a Qualifying Fair (Q/F) status for a period
of at least 180 days – March 10, 2022 through September 5, 2022 inclusive. It is further
ordered that Mr. Bourgault provide proof of successful completion of an approved anger
management course. During the aforementioned 180 day period Mr. Bourgault will not be
allowed to participate as a driver in Pari-Mutuel events and will only be afforded the driving
privileges of a Q/F driver. After completion of the 180 day period Mr. Bourgault’s record
shall be reviewed to determine if his status as a Provisional (P) driver should be re-instated.
Any further violations of this nature will result in greater penalty.
