why do ex drivers make the worst judges / officials ?

Excellent point...they may have a grudge against others they blame for their failures and may not be all the knowledgeable to begin with...thus the reason they busted out of the industry.

Dave Magee ended up that way when he was judge at Hoosier. Just pissed off at the young drivers who used to make him look stupid.
