pretty sure they'll apply for some type of dates.....that way they get to continue operating their OTBs - some of which have slots....I'm guessing Carey decided just to milk the business for as long as he can - no big investing in the business, i.e. no build out of a casino...no renovations to the racetrack - if you want to watch live racing on the apron you have to stand in the corner on the first turn....finish line is well before where any fans can see the finish live....and if you want to stay inside the joint you'll be watching simulcast races on tv's bought by Tom Carey in the early 80s...sad state of affairs in illinois for horse racing...
