judges placment race 3 mohawk

can some one explain to me how filion wipes out 4 horse but there is no disqualification and then judges have nerve enough to fine the other driver

well filion interfered with no one
the four horse stepped in his wheel and caused him to go off stide
seems fine

  I would like to know where you're seeing this at? Fillion puts his wheel right into the 4 horses front right leg

Driver of the 4 was suspended by judges. Maybe you are seeing things wrong.
