How is it that Pompano can offer free nightly programs?

Nightly handles have been all-time highs at Ppk.  Guessing many bettors don’t want to drop $3 on a program, but think nothing of plunking serious money at the “window” off a free program.  Don’t know, but imagine Ppk has some $$ arrangement with Trackmaster that allows for this service.  Seems like a win-win.

Don't understand why all tracks will not offer free online programs? It's not like anyone shows up live to buy one. Most are given away anyway.
