If so I googled richard chansky colonial downs and I got the july 2000 minutes from nj harness racing meeting including big chunk on incidents involving my chansky jr' horse CIVIL WARRIOR and Howard Parker...meeting talking about penalty mr chansky was to deal with after what appears to be using too small racebike to trip up his own horse in races after winning a race.. finshing up track a couple times w howard and smaller bike, before chansky got bigger bike and luc ouelette who won with him.
Chansky lawyer repped him..appeared parker didnt show.
