It Appoints a forensic accountant to scrutinize every transaction between a trainer and owner. It eliminates all false ownerships and trainer beards. I always thought that if the money penalties were more harsh it would curb some or most of the juicing. Giving a trainer a month or months does nothing as they will just get a beard. You can establish a penalty rate scale based on the class of the drug. For an example based on the drug class, make the first fine $5,000 and double it for every additional class positive. Make the trainer, owner and vet pay the fine. If the trainer cannot prove that the vet administered the drug, than the trainer is responsible for the vet portion. Take the fine money and use it to get better up to date testing equipment.

makes sense but think of what your saying. Class 4 5000? And purse? Could be very expensive for a therapeutic medication. How about you lose your driving privelidges for running a stop sign? Or jail for speeding? DUI? Instant death? Yes it needs cleaned up but you are going overboard. What no one ever thinks about is the family's of the people with bs positives and or the grooms, blacksmith, feed and hay guys. When you penalize that severely there alot more people affected then just the trainer. Example when ny got LP. For BULL SHIT. More then just lou had their life turned upside down
