Steve Starr. Not even close. He was setting up races for the Sorrentino's. The state stopped him from doing it for a time. He also took money from everyone at christmas. Shnitker threw him over his desk for something he pulled on him.

How he has never been fired no one knows-must have done favors for Joe and others to keep his job. No one ever sees how he selects the also eligibles--but the pattern of certain individuals always getting in remains.
