Abandoned how? By the parents who turn out a half of dozen or more so they can milk the system. Then when some are smart enough to further there education the parents say your on your own. When the student replies what and how? The response is it's your turn go live off the system. It's a common thing where my wife is a HS counselor. You feel for the kids and we have stepped up ourselves in a minor role to help. But that's what u deal with. Racino yes is welfare but it's a subsidy from one gambling establishment to another. Not paid by the tax payer.

When poverty is the only life a child knows and they have no one responsible around them to teach them any different starting at an early age, then they get locked into the same viscous cycle and feel helpless.

Not true because there are plenty of good teachers through there education years. They aren't taught poverty in school. Most may have a broken home for sure but in those teaching years starting at 5 away from home. The viscous cycle starts when they become 18 and they are no financial use to draw from the system.
