Purses are not similar to salaries?  Basically, tracks/teams with deep pockets can attract the best horses/players without some limitation? 

What amplifies the problem with harness racing is some of the deep pocket tracks have a handful of faithful followers, while the "poorer" tracks have hundreds of fans (based on handle comparisons).

Harness racing, in essence, has put some of their best product in the "back room".
