Far more important things to worry about than a few kicks to the hock.  Has no negative effect on a horse.  Would you rather get whipped?

agreed longer bikes no suprise watching tetrick look normal down under that guy kicks a lot ... It's a performance enhancing thing would be good seeing stiffer whipping rules and fines too.

You are clearly showing your ignorance in the subject matter. It isn't very forceful at all, clearly you've never driven a horse. The horses back leg taps your foot when they're at full stride, meaning there is literally less than two inches for the leg to gain momentum before striking the foot and the foot then bounces off the foot meaning that the horse doesn't take much force because the foot isn't stationary like if a horse hits in a race bike, the race bike doesn't have any give like a foot does.
