They just want bets, they don't care who is getting cheated just keep wagering and where's my government subsidy when applicable.
i agree with you 100 percent but not with casino as they usually have great  food and free drinks and will comp your stay as long as you give them action and they even give you a host if you bet a decent amount and also great shows like SHIN LIN and other great acts,     Every time i fly back home from Vegas everyone on the plane had a great time and lost their money,   I hate vegas as there is to many traps to fall into so i stayed away and went to CALI,    The racetrack charges huge money for food the homeless would not eat

       Lat year a horse dropped from 17- to 5-1 when leaving and i call and found out that the bet of 1000 came in from sudbury and it was legit as it came in with 2 seconds before the gate left

What am I supposed to compare that to?

People bet at the last minute that is why post time drag is just about universal. People are wagering right up till the last second using all sorts of devices on many different platforms. That data has to all get to one place and the odds calculated. What you are describing would be major fraud. If you think it is happening you are wasting your time posting it here. All of the attorney general offices of every state and the US have ways to report this.  How many reports have you filed?

He isn't describing anything. He posted accurate data. Facts. And plenty more details have been disclosed on this race. The last money in this pool, and any pool, do not come from individual retail gamblers. It is CAW money.
