If they were going to declare it a no-contest, it should have been done during the race, not 30 seconds after the race was over.
The rolled the dice and risked safety but they also didn't pay the race out. Impossibly bad. The perception is that they waited to see the result before refunding everything. It's either that or the judges are so completely incompetent that they should never officiate another race. (I believe the latter)
This is why not declaring race 1 a no contest for betting purposes was ruthlessly unfair to gamblers
I know Jordan Stratton's horse, #4 Stellar Yankee who was the chalk won the race easily, I know #3 Levine finished 3rd at huge odds, can't remember who finished 2nd.
The USTA chart shows no order of finish. So really no way to know.
