On a serious Note: I think an adoption to the existing rules, (if any thing is concrete), governing equine welfare, for public, and private training centers and off track farms. I think in light of what may or may not have happened, what is alleged to have occurred with FB, in the Monticello threads. I think this needs to be addressed with immediate and harsh penalties. I think a few hundred dollars is meaningless. I think this goes on far more often then many of us care to admit, and even in the simplest form, needs to be met with strict ramification. IE: mandatory 6 mos. suspension, significant fine over $1,000.00 (First occurence) etc. I remember years back when Bobby Brower beat a 2 year old senseless because it threw itself on the ground and wouldnt get up. That story ended with Brower having to move training to Ohio. Its a prevalent problem that is not limited in instance.
