As you said, I have never seen this blunder before. Now, if this happened at a Thoroughbred track say Saratoga, I could almost guarantee you the State Steward would be gone. I recall many years ago at Saratoga they reviewed a race and all three Stewards agreed and disqualified the wrong horse. All three were fired.
 In racing, the Steward or Presiding Judge is the top dog. If it happens under his watch, he is responsible and must fall on his sword. But, in the world of C track harness racing, just another boo boo. On to the next race.

The fact that this mistake was obvious during the post parade and nothing was done to correct it is totally unacceptable. Laziness at its worse. Somebody needs to lose their job. There are a lot of unemployed people out there who would love to have a job like this.

There is zero oversight.   These guys change saddle clothes and even substitute horses to cash tickets.   

The day before, tuesday, john desimone lined up in wrong spot and was supposedly a recall but windows locked.   They stayed on the gate open all the way around at a crawl.   Another minute delay with windows locked.   They went and between the quarter and half the odds still had dramatic changes.   To top it off the horse who finished second was placed third for bumping a pylon.   The dumb ass judges gave a slowmotion replay close up which was in direct conflict with the placing.   

The woman answering phone said no one is watching in grandstand and more  of them had the exacta the other way so Simmonds used his discretion and made them winners.   Brian Berry is a no show for decades job gets extra envelopes to stay out of this stuff.   Gaming commission is a bunch of cheats and partners with the crime syndicate.
