why no refund in the 8th at Mohawk last night horse in front jumps over something on the track causing a massive pile up and no refund race should have been declared no contest and refunded

umm no
 not the way it works
enough horses finished the race to payout  and there was no safety issues after the incident

No chance for refund.  Just watched the race replay.  Weird accident.  Roy's horse was lucky.  Wow.
