i assume while allard is out of jail he is banned from training/owning horses etc
so to ensure that why doesn't the AGCO/USTA  check up on him
surely there are sightings of him
follow the leads and find out what he is doing and let him know he is actually being followed to ensure he is not breaking any rules/laws
basically let him know he is not allowed back and any one helping him will also be  suspended
