Is Maine the only state that allows a trainer/driver to continue to drive after having a positive test and putting the horses back under the wife's name ?

I'm unsure of who you're referring to but I've  heard that maine is one of the worse states as far as jealousy and corruption.  I've known Shane Bacon very well from his PA days so in fully imagine it's true.
